Sh3 Trillion Spending Plan Reveals Kenyatta's Priorities

The Consolidated Fund Services (CFS), from which the State draws cash to repay public debt as well as meet other constitutional obligations such as retired civil servants' pensions, has received a whopping Sh724.5 billion; the single-biggest allocation of the different expenditure items listed in Treasury Cabinet Secretary Ukur Yatani's budget. The annual budget is ordinarily a strong indicator of any government's top priorities, given the fact that resources are one of the key determinants of quality of service or development projects. "Under-performance of the economy worsens the debt indicators, thus unsustainability. However, with fiscal consolidation, the government aims to contain the pace of borrowing and hence reduce the debt ratios," CS Yatani says in the Budget Policy Statement (BPS) document released on Monday. Marginal growth The education sector will cumulatively receive Sh510.5 billion, a marginal growth from the Sh505.1 billion all

Israel opens embassy in United Arab Emirates after normalising ties

Image
Israel opened an embassy in the United Arab Emirates Sunday, its foreign ministry said, in a historic move four months after the Jewish state and the Gulf country normalised ties. "Today the Israeli embassy in Abu Dhabi has officially been opened, with the arrival of the mission head Eitan Naeh," the ministry said in a statement. "The Israeli embassy in the United Arab Emirates will advance relations between the countries on all levels." The UAE, along with  Bahrain , signed a US-brokered deal in September to  normalise relations with the Jewish state . The agreements, known as the "Abraham Accords", shattered a longstanding Arab consensus that there should be no normalisation with Israel until it reaches a comprehensive peace deal with the Palestinians. The Palestinians  condemned the agreements  as a "stab in the back". The Israeli embassy in Abu Dhabi will be operating from "temporary offices" until locating a

UAE becomes world’s first country to produce aluminium using solar power

Image
Under an agreement struck between the Dubai Electricity and Water Authority (DEWA) and Emirates Global Aluminium (EGA) on Monday, January 18, DEWA will supply EGA’s smelter with solar power from the Mohammed bin Rashid Al Maktoum Solar Park, located in Dubai. The solar park has a current installed capacity of 1,013 megawatts using photovoltaic solar panels. DEWA is implementing an additional 1,850 megawatts of projects using solar panels and Concentrated Solar Power (CSP). Eventually, its capacity will reach 5,000MW by 2030. DEWA will supply EGA’s smelter with 560,000 megawatt hours of solar power annually from the facility, sufficient to produce 40,000 tonnes of aluminium in the first year itself. EGA will in turn supply this solar-powered aluminium to global customers under the new product name CelestiAL. The fourth phase of the solar park will, upon its completion, have the largest energy storage capacity in the world of 15 hours. It will be operational in stages

Kenyan Scientists Discover New Coronavirus Mutation

Image
Kenyan scientists have raised an alarm on a coronavirus variant they say differs from the one spreading in South Africa and Britain. About 10 investigators from the Kenya Medical Research Institute, or KEMRI, discovered the mutation of the virus responsible for the COVID-19 disease. Charles Agoti, a principal investigator and researcher, says that the variant unique to Kenya was detected in a batch of samples taken from Taita Taveta county, located in the southeastern part of the country. “Our interpretation is that because in this one place in Kenya we were seeing, it represents the majority of the sequenced samples; it does imply that actually, it could if it has intrinsic properties, be more transmissible," Agoti said. "It could result in an increase in the number of cases locally.” Between June and October of last year, KEMRI sequenced around 205 genomes in the coastal region and further identified around 16 circulating mutations all of which have so far

Kenya unlikely to meet Chinese loan deadline for repayment

Image
Kenyan Treasury officials are no doubt worried about what's going to happen next Thursday. The date marks the end of a five year repayment holiday given by the China Exim Bank for the $1.4 billion loan used to build the Nairobi to Naivasha Standard Gauge Railway. Unless officials from both countries come up with a last-minute deal to  restructure either the loan or China’s broader debt portfolio in Kenya , the Treasury’s going to have to cut a pretty large check using what little money it has available. The COVID-19-induced economic downturn has hit Kenya disproportionately hard. Unlike the DRC, Angola, and Nigeria, Kenya lacks the kind of natural resources that even when prices are low are still able to generate badly-needed cash flow. Instead, the Kenyan government has to look for other ways to generate income but with  a slowing economy and declining tax receipts  that isn’t easy. In the meantime,  the country is forced to borrow more , pushing up its already sizable nation

Kenya appoints Naomi Campbell as tourism ambassador but that has triggered an uproar

Image
A move by Kenyan authorities to improve the country’s tourism numbers has resulted in a backlash. Kenya’s tourism sector has taken a nosedive following the spread of the COVID-19 and lockdown measures to contain the spread of the virus. According to a report by  Kenya’s Tourism Research Institute , tourists numbers have fallen by 72% between January and October last year. “The sector hence lost over 110bn Kenyan shillings [$1bn, £738m] of direct international tourists’ revenue due to the Covid-19 pandemic,” the report noted. To reverse the downward spiral, Kenya’s Tourism and Wildlife Ministry appointed British supermodel Naomi Campbell to become an ambassador for the industry. The 50-year-old model has 10 million followers on  Instagram  and Kenya is seeking to leverage this mass to revive its tourism sector. “Supermodel Naomi Campbell has agreed to be Magical Kenya International Tourism Ambassador. She will help promote the marketing of Kenya as an ideal tourism and travel de

Why confidence level is waning among Kenyans

Image
The most important thing that you get out of school is confidence. Grades are secondary. They reflect what you did, not what you will do or can do. Grades are backward looking; the reality is forward looking. That is why we often get surprised by some “low graders” who later become successful in life. Grades or marks would be a great predictor of our future performance if the reality was invariant. The success of low graders is based on a simple fact, our education is conservative, and ideas often get into classrooms long after the general public. The knowledge has to be packaged in journals and books. By the time the “new” ideas reach the classroom, they are outdated or out of fashion. And loudly, you can’t make money out of tired old ideas. That is why connectivity to internet in schools is a great idea. Do teachers use it? Does the curriculum allow? In research, we discourage use of newspapers as sources despite their currency. Yet most ground-breaking ideas are first reported

The Paris Club of international creditors said on Monday it had accepted a request from Kenya for a debt-servicing suspension from January to the end of June. “Kenya is committed to devote the resources freed by this initiative to increase spending in order to mitigate the health, economic and social impact of the COVID19-crisis,” the Paris Club said in a statement on its website. Kenya is also committed to seeking from other bilateral official creditors debt-servicing treatment in line with the agreed terms of the Debt Service Suspension Initiative (DSSI) of the G20 group of rich nations and big emerging powers, the creditors added in their statement. Kenya changed its mind about the G20 coronavirus debt relief initiative after declining to join earlier in 2020, and Finance Minister Finance Minister Ukur Yatani said in November that it was planning to defer around $690 million in debt payments. Joining the arrangement was important, Yatani said then, as it will help open doors for further funding from the International Monetary Fund and World Bank. In December, the IMF said Kenyan authorities were continuing talks with the Fund on the remaining provisions of an IMF financing program for the East African country that could be presented to the IMF board in early 2021.

Kenya says 1st AstraZeneca vaccine doses to come next month

Kenya’s  health  minister says the country is expected to start receiving 24 million doses next month of the COVID-19 vaccine developed by AstraZeneca and Oxford University, as countries in sub-Saharan Africa begin to announce progress in obtaining the desperately needed  vaccines . Mutahi Kagwe on Wednesday said  health  workers and teachers will have priority for vaccinations in East Africa’s economic hub and that the shots will be voluntary. The doses are being obtained through the COVAX facility meant to ensure  vaccines  for lower-income countries, Dr. Patrick Amoth, director general of public health, told The Associated Press. Kenya has been participating in a small-scale trial of the AstraZeneca vaccine, which requires two doses administered weeks apart. The vaccine can be stored at what AstraZeneca has called “normal refrigerated conditions,” which is expected to help in parts of the African continent where poor infrastructure will challenge the mass rollout o
